  20.           BY THE PRESIDENT OF THE UNITED STATES OF AMERICA
  21.   
  22.                            A PROCLAMATION
  23.   
  24.        "Loyalty Day" is an occasion on which we reaffirm our 
  25.   allegiance to our country and our devotion to the ideals on 
  26.   which it was founded.  Our government "by the people" respects 
  27.   and protects the natural rights and freedoms of all citizens, 
  28.   without favor, and deserves our abiding fidelity.
  29.   
  30.        For more than 200 years, people from around the 
  31.   world have immigrated to America, bringing their dreams and 
  32.   aspirations to a country that prides itself on its democratic 
  33.   ideals.  There is no greater testament to the success of our 
  34.   system of governance than people's desire to be a part of 
  35.   the great American experiment.  Our Founders designed that 
  36.   system on the principles of individual liberties and rights of 
  37.   self-determination.  Our Nation stands as a beacon of hope for 
  38.   all those who embrace these ideas.
  39.   
  40.        Generations of Americans have demonstrated loyalty and 
  41.   devotion to their country and have gone to great lengths to 
  42.   preserve their freedom.  Many have fought and died so that 
  43.   future generations could continue the proud traditions of 
  44.   our Nation.  To acknowledge this loyalty and love of country, 
  45.   the Congress, by a joint resolution approved July 18, 1958 
  46.   (72 Stat. 369; 36 U.S.C. 162), has designated May 1 of each 
  47.   year as "Loyalty Day."
  48.   
  49.        NOW, THEREFORE, I, WILLIAM J. CLINTON, President of the 
  50.   United States of America, do hereby proclaim May 1, 1993, as
  51.   Loyalty Day.  I call upon all Americans to observe this day 
  52.   with appropriate ceremonies and activities, including public 
  53.   recitation of the Pledge of Allegiance to the Flag of the 
  54.   United States.  I also call upon government officials to display 
  55.   the flag on all government buildings and grounds on this day.
  56.   
  57.        IN WITNESS WHEREOF, I have hereunto set my hand this
  58.   first day of May, in the year of our Lord nineteen hundred and 
  59.   ninety-three, and of the Independence of the United States of 
  60.   America the two hundred and seventeenth.
